SO, WHO CHAIRS THE STATE ELECTION BOARD?

The Secretary of State would no longer chair the State Election Board becoming instead a non-voting ex-officio member.

The new chair would be appointed by a majority of the state legislators, side-stepping one of the functions of Georgia’s Secretary of State (voted for by the people).

The chair of the state election board is now appointed by the state legislators, not by the people.

Although not perfect (5 members of the 11 on recommendation from the President) this committee along with the election of chairman isn’t down to state legislators alone (typically partisan by definition). In addition there are consultations that happen with committees and non-partisan legal entities when presenting members and chairperson candidates.
