Drop boxes have been authorized for use by law, but are only available during early voting hours and are placed inside early voting locations.
There is also a population cap on how many can be set up. Drop boxes can be capped at one per 100,000 active voters in the county or one for every early voting location. Counties have no choice, and must take the option that would involve the FEWEST drop boxes. Drop boxes will only be accessible during early voting, and are not available outside voting hours.


 
Limiting drop boxes per population head count is another way to reduce voting in underprivileged communities.

From our understanding Drop boxes are mobile ballot boxes in Georgia (the one beside Russia).

As detailed previously there are no limits to the amount granted by the CEC – applications are invited by organizations and voters. In addition, these are the specific rules according to mobile ballot boxes.

Article 66 - Voting through a mobile ballot box1. The voting procedure through the mobile ballot box starts from 9 o'clock on the voting day and ends at 7 p.m. The mobile ballot box must be returned to the polling station no later than 20Hours. 2. They have the right to vote through a mobile ballot box under Article 33 of this Law Defined individuals. 3. From 9 o'clock on the polling day, the chairperson of the precinct election commission shall carry the mobile ballot box hands over the list of mobile ballot boxes and special envelopes to the members of the accompanying election commission and required to be certified by a voter registrar with a signature and a special seal the number of ballot papers. 4. Participate in the voting by lot according to the location of the voters identified 2 members of the Precinct Election Commission and persons entitled to be present in the polling station at their discretion. 5. Precinct in case of using the vehicle when voting through the mobile ballot box.

It’s interesting to note that Article 23 2 2 1  of the Election Code of Georgia states that the number of voters per polling stations should not exceed 2000 voters (not 100,000 as in Georgia the state’s case)

There are no rules placed on the numbers of mobile ballot boxes per population. In addition the rules for casting a vote in a mobile ballot box (drop box) seems to mirror general voting procedure for votes conducted in a polling station.
